Peace between 20 million Zygons and over 7 billion humans has been restored, and there are once against 2 Osgoods. The Osgoods steadfastly refuse to say which species they are, saying that the there should be no distinction between human and Zygon.

However, there are clear distinctions between Zygons and humans. Zygons can change their form between human and Zygon and possibly other species. Humans cannot. Eliminating all distinctions between the two species and thus bringing about a true peace will require that humans gain the ability to change their forms at least into Zygons. Only then can the Osgoods come clean about their species, since at that point, it will truly no longer matter!

UNIT will need to somehow get humans used to the idea of aliens living among them so that the Zygons can someday resume their natural forms.

Can the 20 million Zygons increase their population further? I understand that most of the 20 million hatched after the events of "Day of the Doctor". They sure became adults in a hurry!

If the peace (which has been threatened at least 15 times so far!) can become permanent, maybe it can be extended to the Silurians who are currently sleeping underground! Human-Silurian relations have been one of the Doctor's few failures. He has tried to bring about peace between those two species at least 4 times, and hasn't yet succeeded!

Zygons copy humans by putting the humans in pods and thus extracting the info needed to turn themselves into perfect copies. Can that procedure be reversed? Could a Zygon be put inside a pod, and the pod used to turn a human into a copy of the Zygon? Perhaps the Osgoods did just that (putting EACH Osgood in a pod so that each Osgood could obtain a template of the other Osgood. Hence, EACH Osgood would be both human AND Zygon!).

an MRI scanner.

the pre-industrial age as the Zygons would not be willing to work and
the humans not willing to work from them as they couldn't pass any
fruits of their labours to their children, and the planet turned into an
authoritarian police state to stop rebellion. Edgar Rice Burroughs
originally based The Moon Men on the Russian Revolution though the
actual model for the eventual consequences this leads to actually
follows the rot of the Ottoman Empire where Muslims demeaned Christians
into becoming second class citizens and arts, literature, science,
technology and culture almost ceased to exist. The communists on the
other hand saw that this didn't happen.

The Doctor obviously thinks that humans can live in peace with Zygons and vice versa, else he wouldn't have gone to the trouble of getting the peace treaty negotiated, nor would he have gone to all that trouble to get it reinstated. I see the human-Zygon peace treaty as a bold experiment in inter-species cooperation. If it works (meaning that humans and Zygons have learned how to live in peace), a similar treaty could be done with the Silurians.

Given that he's taken the form of Celcilius that's what he should have
done. The Zygons have clearly shown they can't live in peace with humans
and it was the thought that they could use the Osgood box to their

both boxes before someone else gets the same idea again. Eventually
someone's going to see a Zygon giving birth and attempt to wipe them all
out.

I: Steal super germs from US biological labs, using their fantastic mimicry abilities. Security at those labs is iffy, so the Zygons should have little difficulty. Then wipe out humanity.

II: And/or seek help from extra-terrestrials such as Missy, Daleks, Cybermen, Sontarans, Autons, Nestines, Oods, Martian Ice Warriors, etc.

III: Build spaceships and leave Earth.

so even if the Zygons were all one sex, they could be accommodated.

Maybe there are no female Zygons. Maybe all Zygons can bred by
themselves - perhaps all those big pimples can bust and each produces
an off-spring. ;-)

n change their form between human and Zygon and possibly other species. Hu=
mans cannot. Eliminating all distinctions between the two species and thus=
bringing about a true peace will require that humans gain the ability to c=
hange their forms at least into Zygons. Only then can the Osgoods come cle=
an about their species, since at that point, it will truly no longer matter=
!
UNIT will need to somehow get humans used to the idea of aliens living amon=
g them so that the Zygons can someday resume their natural forms.
Can the 20 million Zygons increase their population further? I understand =
that most of the 20 million hatched after the events of "Day of the Doctor"=
. They sure became adults in a hurry!
If the peace (which has been threatened at least 15 times so far!) can beco=
me permanent, maybe it can be extended to the Silurians who are currently s=
leeping underground! Human-Silurian relations have been one of the Doctor'=
s few failures. He has tried to bring about peace between those two specie=
s at least 4 times, and hasn't yet succeeded!

What the critics like isn't what the viewers like. Just look at the
Oscars. No one will remember 99% of the winners for best picture in 100
years time but they will still remember Star Wars, Indiana Jones, Alien,
Jurassic Park, X-Men and Marvel's Avengers.

What's the difference between a legal vote and an illegal vote?
The latter can get you sent to the slammer! In 2016, I heard about a woman who voted for Trump twice, and got arrested!
In the US, non-citizens aren't allowed to vote.
There you go then. If the Zygon is not a US citizen then it can't vote in the US. Problem solved.
What if it hatched in the US?
If it's registered as a US citizen then it can legally vote in the US.
