Why did it take the Time Lords six years to capture the second Doctor?

They didn't know where the Doctor was until the events of "War Games".

I got the impression from your first Chibnall episode that Rassilon retook Gallifrey the moment the Doctor left for the far future. Rassilon should then have checked Earth, since Earth is the Doctor's favorite planet, and he had been shoved into his confession dial FROM Earth. The Doctor would then have been apprehended and imprisoned while he was on Earth at the end of "Hell Bent". Your "Chibnall S11" episodes should probably be "Moffat S10" episodes! "The Husbands of River Song" would not have been able to occur!

So how does the Doctor blow his cover at the start of S11? How was it that the Doctor never happened to blow his cover during Season 10? The NuWho Doctor has rarely seemed to take extraordinary measures to conceal his presence.

S10 takes place on Earth in 2017. S11 takes place in 2018. The Time
Lords immediately sent a demand for the Doctor's extradition but by the

My assumption had been that Earth did NOT have an extradition treaty with Gallifrey (since it hasn't had much contact with the Gallifreyan government heretofore), so I wondered how Gallifrey could legally demand the extradition of the Doctor!

A Timing Problem: Why does it take Rassilon until Season 11 to
complain about crimes the Doctor committed at the end of Season 9?

Why did it take the Time Lords six years to capture the second Doctor?

They didn't know where the Doctor was until the events of "War Games".
I got the impression from your first Chibnall episode that Rassilon retook
Gallifrey the moment the Doctor left for the far future. Rassilon should
then have checked Earth, since Earth is the Doctor's favorite planet,
and he had been shoved into his confession dial FROM Earth. The
Doctor would then have been apprehended and imprisoned while he
was on Earth at the end of "Hell Bent". Your "Chibnall S11" episodes
should probably be "Moffat S10" episodes! "The Husbands of River
Song" would not have been able to occur!

Would that mean that a return message from Earth to Gallifrey via the Judoon
would arrive on Gallifrey late in the year 2020? (Hell Bent happened late in
2015, so it took the extradition request over two years to reach Earth! Would
the return message take as long?).
Wouldn't Rassilon know that it was 2015 on Earth when Ashildr arranged to
capture the Doctor and teleport him into his Confession Dial, so have
requested that the Judoon see to it that their extradition request arrived in
the year 2015, and just after the Doctor left Trap Street?

I think you're overlooking something.
Has it been established yet that Gallifrey has an extradition treaty
with Earth?

It's been established now for the purposes if this story.

When was the extradition treaty signed?

When did Gallifrey and Earth establish diplomatic relations? (I assume that one would NOT sign an extradition treaty with a nation one doesn't have relations with!).
